    Summary

    The Bureau of Justice Assistance (BJA) seeks to support small and rural agencies in their efforts to combat violent crime. Reducing violent crime in any jurisdiction requires a collaborative, evidence-informed, innovative strategy. There are a wide variety of tools and subject matter experts available to help law enforcement and key stakeholders perform this important work. However, all jurisdictions have their own challenges, stakeholders, and resources. Consequently, there is no singular or static solution to reducing violent crime; rather, broader institutional and systemic strategies need to be developed and deployed to address the underlying causes of violence.  


    This program will provide funding to small and/or rural agencies and/or to prosecutors who are interested in implementing or improving the capacity of their organization around one or more critical elements:

    • Community Engagement
    • Partnerships
    • Technology
    • Analytics and Intelligence
    • Training
    • Tactics
    • Resources and Sustainability
    • Accountability

    Additional Information

    Post Award Deliverables:

    1. Complete the Violent Crime Reduction Operations Guide online assessment tool, with support from the TTA provider.
    2. Develop a comprehensive VCR Strategy in partnership with the Small and Rural Violent Crime Reduction Program TTA provider. The strategy should incorporate:
      1. Community collaboration
      2. Criminal justice partner cooperation
      3. Victim-centered approaches
      4. Evidence-based strategies
      5. Commitment to measuring crime reduction outcomes in meaningful terms, commensurate with the scope of the violence problem and funding amount requested
    3. Document the development and implementation of strategies to reduce the violent crime problem or problems identified in their applications. These program descriptions should be memorialized in official agency documents and in a manner consistent with professional standards. Relevant agency policies and procedural manuals should be developed and updated as necessary.
    4. Participate in or host regional peer exchanges in collaboration with the TTA provider and BJA.
    5. Provide a final research report of activities and outcomes to BJA.

  • Eligibility Details

    Eligible applicants include:

    1. A small agency is any law enforcement agency with 250 or fewer sworn officers.
    2. A rural agency,” as defined under this initiative, is (a) an agency serving any area or community, no part of which is within an area designated as a standard metropolitan statistical area by the Office of Management and Budget or (b) any agency serving one or more rural census tracts.
    3. A tribal agency is any federally recognized tribe with a designated law enforcement agency.

    Deadline Details

    Applicants are to submit a SF-424 and SF-LLL to Grants.gov by May 15, 2024, at 8:59 PM ET. Full applications are to be submitted to JustGrants by May 22, 2024 at 8:59 PM ET. A similar deadline is anticipated annually.

    Award Details

    Up to $6,000,000 will be available in 2024 for an estimated 15 awards. Individual award amounts may be up to $300,000. Project period is up to 36 months, beginning October 1, 2024. This solicitation does not require a match.
