    Summary

    The Victims of Crime Act provides financial assistance to state and crime victim compensation programs and crime victim assistance programs.

    Priority is given to eligible crime victim assistance programs whose principal mission is to offer comprehensive specialized services to meet the special needs of one or more of the priority categories of victims as follows:

    1. Rape/Sexual Assault;
    2. Spousal Abuse/ Domestic Violence;
    3. Child Abuse;
    4. Previously Underserved Victims of Violent Crime (which may include but is not limited to survivors of homicide victims, victims of drunk drivers, adult survivors of child sexual assault or incest, elderly victims of abuse or neglect, rural victims, disabled victims, vulnerable adults, or other victims of violent crime that are being neglected or not being served adequately.

    Allowable services/ costs include:

    • Immediate health and safety;
    • Mental health assistance;
    • Assistance with participation in criminal justice proceedings;
    • Legal assistance;
    • Forensic interviews;
    • Costs necessary and essential to providing direct services;
    • Special services;
    • Personnel and operating costs;
    • Restorative justice;
    • Personal advocacy;
    • Peer-support Services;
    • Direct services for transportation;
    • Public awareness of services;
    • Direct services for relocation;
    • Multi-disciplinary, multi-system, or interagency response to crime victims; and
    • Training materials and advanced technologies.

    Additional Information

    Programs must utilize a minimum of one volunteer per grant period to assist in providing services to victims. This requirement may be waived.

    Unallowable costs include:

    • Medicaid clients;
    • Activities exclusively related to crime prevention;
    • Lobbying, legislative and administrative advocacy;
    • Fundraising activities;
    • Purchasing real estate;
    • Prosecution activities;
    • Active investigations and prior obligations;
    • Bad debts;
    • Contingencies;
    • Contributions or money donations;
    • Entertainment;
    • Fines, penalties, interest and other financial costs;
    • Development of protocols and other working agreements;
    • Medical costs;
    • Research and study costs; and
    • Any activity that compromises victim safety.


    Federal Agencies and In-Patient Treatment Facilities are not eligible to apply.

  • Eligibility Details

    Eligible applicants include public or nonprofit organizations (or a combination of both) that provide services to crime victims. This includes but is not limited to:

    • Criminal Justice Agences;
    • Faith-Based Organizations;
    • State Crime Victim Compensation Agencies;
    • Hospitals and Emergency Medical Facilities; and
    • Others

    Award Details
