Summary
The PAHC program primarily supports GOCCP's public safety goal to create a safer Maryland by providing grants to enhance the security of nonprofit organizations against hate crimes. A hate crime is a traditional offense with an added element of bias, commonly categorized as a criminal offense against a person or property motivated in whole or in part by an offender's bias against a race, religion, disability, sexual orientation, ethnicity, gender, or gender identity.”
The program supports the Office's objective of developing criminal justice strategies that are coordinated by developing a culture of collaboration, information sharing, and knowledge transfer in this case between law enforcement, victim services, and communities targeted for hate crimes.

Additional Information
The following services, activities, and costs cannot be supported with PAHC funding:
- Alcoholic beverages
- Construction, capital expenses, or land acquisition
- Corporate formation (costs associated with incorporation fees, brokers' fees, fees to promoters, organizers or management consultants, attorneys, accountants, or investment counselor in connection with establishment or reorganization of an organization)
- Fundraising
- Honorarium
- Lobbying costs (including membership fees to organizations whose primary activity is lobbying)
- Meals
- Trinkets (items such as hats, mugs, portfolios, t-shirts, coins, and gift bags)
The list above is not exhaustive. The Governor's Office of Crime Prevention, Youth, and Victim Services reserves the right to make additional budget reductions/restrictions and adjustments at its discretion.
Eligibility Details
Eligible applicants are Non-profit entities with appropriate tax status and faith-based organizations with facilities and membership that can be targeted for a hate crime.
Deadline Details
Applications are to be submitted by May 10, 2024. A similar deadline is anticipated annually.
Award Details
In FY25, $5,000,000 is available in total funding for new and continuation projects. Individual award amounts vary up to $150,000. Cost sharing/matching is not required. Project period is from July 1, 2024 through June 30, 2025.
