    Summary

    The Department of Economic and Community Development is seeking proposals to provide Efficient Delivery of Local and Regional Services. Maine State Government's Fund for the Efficient Delivery of Local and Regional Services was established in 2005 to encourage intergovernmental cooperation on projects that will result in cost-savings, and ultimately a reduction in property taxes. In support of this, the Fund provides monetary assistance to municipalities, counties and state agencies that work together for this purpose.


    Grants will be awarded for qualifying projects that are designed to achieve significant and sustainable savings in the cost of delivering local and regional government services, and that ultimately reduce the demand for property tax revenues. Savings must be achieved through collaborative approaches to service delivery, enhanced regional delivery systems, consolidated administrative services, broad-based purchasing alliances and inter-local agreements. Grants will not be awarded on proposals that serve a single entity; collaboration with other eligible government entities is required.

    Additional Information

    The Department is seeking a cost-efficient proposal(s) to provide services for the anticipated contract period. Please note that the dates below are estimated and may be adjusted, as necessary, in order to comply with all procedural requirements and the contracting process. The actual contract start date will be established by a completed and approved contract.


    Contract Renewal: Following the initial term of the contract, the Department may opt to renew the contract for two (2) renewal periods and subject to continued availability of funding and satisfactory performance.

    • Initial Period of Performance: Start Date: June 15, 2018 - End Date: June 30, 2019
    • Renewal Period #1: Start Date: July 1, 2019 - End Date: June 30, 2020
    • Renewal Period #2: Start Date: July 1, 2020 - End Date: June 30, 2021

    The following Maine entities are eligible to apply for funding:

    • regional government subdivisions;
    • Municipalities;
    • Counties; and
    • Groups of two (2) or more of the entities listed above.
