    Summary

    The New Hampshire Office of Highway Safety (OHS) funds highway safety projects with emphasis around education, enforcement and emergency medical services. Funding is provided on a competitive basis to projects that are data driven, and to those that implement evidence-based countermeasures with goals of eliminating motor vehicle crashes and the associated injuries and fatalities. 


    Funding is available in the following program categories: 

    • Sustained Traffic Enforcement Patrols (STEP) - Funds are available for officer overtime and equipment. Applicants should identify the traffic safety problem(s) in their community. Priority areas include speed, distracted driving, following to close and traffic signal violations. 
    • Impaired Driving - Funded projects will target high crash locations and corridors where there has been a high incidence of DUI related crashes and arrests.
    • Distracted Driving - Funding will be reimbursed for officer overtime for distracted driving enforcement patrols. 
    • Pedestrian/Bicycle - Funding will be reimbursed for projects designed to improve pedestrian/bicyclist safety, and to those overtime patrols that increase motorist awareness through enforcement
    • General Grant Funding - Additional dollars are available for outreach initiatives that focus on New Hampshire's highway safety priorities: impaired driving, distracted driving, following to close, occupant protection, and the safety of pedestrians, bicyclists, motorcyclists, young and older drivers. Applicants interested in submitting proposals that focus on police traffic services (i.e. media campaigns, equipment, police training, etc.) and traffic records should also apply through this category. 

    Applicants should be sure the proposed project addresses an identified highway safety priority and includes strategies, actions steps and measurable outcomes. 


    Eligible equipment requests include: 

    • Radar Display/Traffic Monitoring Devices - This includes radar display boards, trailers, traffic data collection devices, etc.
    • Collision Analysis Reconstruction Equipment (CAR) - This includes reconstruction equipment, to include total robotic station computer/laser equipment. Priority will be given to the highest volume reconstruction units.
    • E-Crash Equipment - This includes Mobile Data Terminals/laptop computers (up to $1,500 each); Docking stations (up to $500 each); and other ancillary equipment - e.g. Printer, Bar Code Scanner, GPS Receiver (up to $1,000 total). Eligible law enforcement agencies must have an approved vendor, the crash module, and necessary IPSEC VPN connectivity to send and receive J-One messages to allow for electronic submission. Agencies must also agree to submit electronically to the Division of Motor Vehicles, at a minimum, the MMUCC (Model Minimum Uniform Crash Criteria) IV version of New Hampshire's crash report. E-Crash equipment must be compatible with each other.

    Additional Information

    Funds cannot be used for construction, maintenance, office furnishings, highway signs, food or beverage products, entertainment costs, alcoholic beverages, current position salaries or any other type of General Cost of Government. Awarded projects are typically considered "seed money" and agencies are expected to assume the full cost of successful programs and provide plans for program continuation at the conclusion of grant funding.

    Eligible applicants are New Hampshire State and local government agencies, law enforcement agencies, non-profit organizations, institutions of higher education and hospitals.

    Award Details

    Awards vary based on program area.  Cost sharing/matching of 50% is required for all equipment requests.
