Recipients must submit both quantitative and qualitative information as available on each of the following measures.
State Departments of Transportation and large urban areas are eligible to receive allocations annually. These agencies may select sub-recipients, including state agencies, local government authorities, private non-profit organizations, and/or operators of public transportation. Program funds are apportioned annually to each State Department of Transportation and large urban areas.
Funds are apportioned among the states by a formula which is based on the number of seniors and people with disabilities in each state according to the latest available U.S. Census data.
Funds are available for a total of three years. Cost sharing/matching of 20% is required for capital costs. Cost sharing/matching of 50% is required for operating assistance.
