    Summary

    The purpose of the Strengthening Career and Technical Education for the 21st Century Act (Perkins V) is to develop more fully the academic knowledge and technical and employability skills of secondary education students and postsecondary education students who elect to enroll in career and technical education programs and programs of study, by –

    • building on the efforts of States and localities to develop challenging academic and technical standards and to assist students in meeting such standards, including preparation for high skill, high wage, or in-demand occupations in current or emerging professions; 
    • promoting the development of services and activities that integrate rigorous and challenging academic and career and technical instruction, and that link secondary education and postsecondary education for participating career and technical education students; 
    • increasing State and local flexibility in providing services and activities designed to develop, implement, and improve career and technical education;
    • conducting and disseminating national research and disseminating information on best practices that improve career and technical education programs and programs of study, services, and activities; 
    • providing technical assistance that— (A) promotes leadership, initial preparation, and professional development at the State and local levels; and (B) improves the quality of career and technical education teachers, faculty, administrators, and counselors; 
    • supporting partnerships among secondary schools, postsecondary institutions, baccalaureate degree granting institutions, area career and technical education schools, local workforce investment boards, business and industry, and intermediaries; 
    • providing individuals with opportunities throughout their lifetimes to develop, in conjunction with other education and training programs, the knowledge and skills needed to keep the United States competitive; and 
    • increasing the employment opportunities for populations who are chronically unemployed or underemployed, including individuals with disabilities, individuals from economically disadvantaged families, out-of-workforce individuals, youth who are in, or have aged out of, the foster care system, and homeless individuals.

    The dynamic Georgia economy depends on a high-tech, highly skilled workforce. Georgia's career and technical education (CTE) system consists of programs offered by the Georgia Department of Technical and Adult Education and high school level career, technical, and agricultural education programs offered by the Georgia Department of Education. The Georgia CTE system is designed, in concert with the Governor's Office of Workforce Development, State Workforce Investment Board, the state's colleges and universities and the Governor's Centers of Innovation, to help develop a well-educated, technically trained, and highly competitive workforce in Georgia that will be widely recognized as the best in the nation.


    The Georgia CTE system is being continually upgraded to provide high quality educational experiences that provide both youth and adult participants with opportunities to make intuitive and seamless transitions among the state's education and training systems and into the high-skilled, high-wage, high-demand workplace.


    Georgia CTE programs are closely aligned to the technical and academic knowledge and skills, workplace aptitudes, and continuous learning skills that are valued by employers and are needed for successful entrepreneurship.


    Georgia CTE programs are part of STEM initiatives, in collaboration with GADOE, GDTAE and the Board of Regents. These initiatives seek to create the conditions necessary for students to make a seamless transition from a formal educational setting to become productive citizens. Under the umbrella of Georgia's STEM, individual groups and organizations are working together to address the needs of students, teachers, professors, and industry.


    The primary use of Perkins funds received by the eligible recipient is to improve or expand career education and improve student academic and technical performance. 


    Occasionally additional Carl D. Perkins funding is available if the state has additional funds available after allocations are sent to districts. In these instances the department hosts supplemental Perkins/CTE Program funding opportunities.


    The Georgia Career, Technical and Agricultural Education (CTAE) PERKINSplus Reserve Fund Grant's purpose is to supplement the resources of local school systems in rural areas; areas with high percentages of career and technical education students; areas with high numbers of career and technical education students; and areas with disparities or gaps in performance.     Funds may not be used for:

    • Salaries with the exception of honorariums and substitute pay
    • Tuition
    • Activities below the fifth grade
    • Program maintenance at current performance levels
    • Purchase of career information delivery system site licenses
    • National, state, or local membership dues or fees
    • Purchase of curricular materials for new programs beyond a three-year period
    • Promotional items (e.g. shirts, key chains, bags, mugs)
    • Construction of temporary or permanent structures
    • Purchase of equipment for administrative purposes
    • Purchase of equipment to support infrastructure for distance learning/WIFI access points
    • Individual student dues and fees

  • Eligibility Details

    Eligible applicants are Georgia local education agencies (LEAs) with CTE programs.


    Eligible recipients in rural areas; areas with high percentages of career and technology education students; or areas with high numbers of career and technology education students are eligible to receive PerkinsPlus Reserve Fund Grants.

    Deadline Details

    The availability of funds for state grant programs described in the Local Plan/Application will be governed by the state budget. All grant applications will be accepted subject to the availability of funds. The Perkins IV Local Plan will be completed online via the LEA Consolidated Application website. Budget information must be loaded into the budget templates at the website for the appropriate programs. The consolidated application deadline typically falls on May 15, annually.


    PerkinsPlus Reserve Grant Funds applications were due February 24, 2023. A similar deadline is anticipated, annually.
