    Summary

    This program was designed to assist 1994 Land-Grant Institutions (Tribal Colleges) in building institutional research capacity through applied projects that address student educational needs and meet community, reservation or regional challenges. Awards are to be made on the basis of a competitive review process. Collaboration with 1862 or 1890 Land Grant Institutions, the USDA Agricultural Research Service (ARS), a Non-Land-Grant College of Agriculture (NLGCA), or at least one forestry school funded under the McIntire-Stennis Cooperative Forestry Research Program is a requirement. Eligible institutions may propose projects in any discipline of the food, agricultural or natural resource sciences.

    Student Participation: All Applications must contain a student component. NIFA will not make an award that does not involve some level of 1994 student participation. The TCRGP Program supports social and behavioral science disciplines. TCRGP projects that integrate social and biological sciences to provide experiential learning opportunities and internships for students in applied research and related community development programs are encouraged.


    Leadership Skills Development All TCRGP projects are required to provide leadership skills opportunities. The development of leadership skills, knowledge and qualities are necessary for preparing students for agricultural related careers in private sector, government and academia. Traditional ecological knowledge is considered an acceptable topic of research, education, and extension for projects.


    Incorporation of Social Sciences and Enhancing Impacts The TCRGP Program supports social and behavioral science disciplines. TCRGP projects that integrate social and biological sciences to provide experiential learning opportunities for students in applied research and related community development programs are encouraged. Incorporation of social and behavioral sciences is important for addressing many of the challenges facing agriculture and rural communities, such as increasing global demand for food production in the face of limited natural resources; improving health and reducing obesity by engaging in heathy lifestyles and consuming heathy diets; and alleviating poverty by fostering economic opportunity.

    The following costs, although not all-inclusive, are not permitted:

    • Entertainment
    • Meals (except when provided to maintain the continuity of a meeting)
    • Tickets to shows or sporting events
    • Alcoholic beverages
    • Costs associated with banquets and award ceremonies
    • Incentives such as bags, buttons, and related promotional items 
    • The use of grant funds to plan, acquire, or construct a building or facility is not allowed under this program. With prior approval, and in accordance with the cost principles set forth in 2 CFR part 200, some grant funds may be used for minor alterations, renovations, or repairs deemed necessary to retrofit existing teaching or research spaces in order to carry out a funded project. However, requests to use grant funds for such purposes must demonstrate that the work is essential to achieving the major purpose of the project.
    • Grant funds may not be used for endowment investing.

    Applications may only be submitted by Tribal Colleges or Universities designated as 1994s under the Equity Educational Land-Grant Status Act of 1994. The eligible 1994s are:

    All applications must, by congressional authorization, include one of four research partners from the list below. The application must contain a signed collaboration agreement indicating the role the partner will play. Additional partnerships are optional. With the passage of the 2014 Farm Bill, the approved collaborators are:

    • An 1862 or 1890 land-grant institution (https://www.nifa.usda.gov/land-grant-colleges-and-universities-partner-website-directory);
    • The USDA Agricultural Research Service (ARS) headquarters, state or regional laboratory;
    • A Non-land-grant College of Agriculture (NLGCA) (as defined in section 1404 of the National Agricultural Research, Extension, and Teaching Policy Act of 1977). See requirements and list of certified NLGCA at https://nifa.usda.gov/resource/nlgca-list;
    • A forestry school funded under the McIntire-Stennis Cooperative Forestry Research Program. The partner must be the McIntire-Stennis funded department and not another entity at the institution.

    Deadline Details

    Applications can be submitted anytime between publication of the RFA and December 31, 2025. NIFA will conduct three panels with funding split approximately evenly for each panel throughout FY25. Phase 1 will accept awards through May 1, 2025. To be considered for phase 2 of the panel process, projects need to be submitted by September 1, 2025. Projects submitted by December 31, 2025 will be considered for funding for phase 3.

    Award Details

    Approximately $4,590,335 and $1,400,000 from FY2022 and %168,000 from FY23 is available for FY2025. The guidance is released before the passage of a full appropriations act for FY2025, so amounts may change. USDA is not committed to fund any application or to make a specific number of awards. NIFA intends to allocate approximately $1,500,000 for phase 1 funding. Approximately $1,500,000 will be available for the second phase of funding. Approximately $3,000,000 is available for phase 3 of the panel process. For the FY2025 program, the Research Capacity Center Grant Type will only award one $3,000,000 award to help build Research Capacity at a multi-institutional scale. Cost share or cost match is not required.
