Summary
The Intercity Bus Security Grant Program (IBSGP) provides funds to intercity bus companies to protect critical surface transportation infrastructure and the travelling public from acts of terrorism. Among the five basic homeland security missions noted in the DHS Strategic Plan, the IBSGP supports the goal to Strengthen Preparedness and Resilience.
In FY 2024, the following IBSGP projects will receive priority consideration:
- Enhancing cybersecurity; and
- Enhancing the protection of soft targets/crowded places.
Likewise, there are several enduring security needs that crosscut the Transportation Sector and form a second tier of priorities that help ensure a comprehensive approach to securing the Nation's transportation systems. These are (1) Effective planning; (2) Training and awareness campaigns; (3) Equipment and capital projects; and (4) Exercises.
Allowable costs within these target areas include:
- Planning
- Development of:
- System-wide Security Risk Management Plans
- Continuity of Operations Plans
- Response Plans/Station Action Plans
- System-wide and/or asset-specific vulnerability assessments
- Efforts to strengthen governance integration between/among regional partners
- Assessment of capabilities and gaps in planning for the needs of persons with disabilities and others with access and functional needs
- Enhancing the Protection of Soft Targets/Crowded Places
- Physical security enhancements at bus stations located in historically eligible Urban Area Security Initiative (UASI) urban areas
- Closed Circuit Television security cameras to Security screening equipment and technology for people and baggage
- Access controls
- Fencing, barriers, gates, etc.
- Remote disabling technology for over-the-road bus fleets
- Automatic Vehicle Location technology
- Global Positioning Software
- Enhancing Cybersecurity
- Cybersecurity risk assessments
- Projects that address vulnerabilities identified in cybersecurity risk assessments
- Improving cybersecurity of critical infrastructure to meet minimum levels identified by the Cybersecurity and Infrastructure Security Agency and the National Institute of Standards and Technology Cybersecurity Framework
- Cybersecurity training and planning
- Training & Awareness
- Security training for employees, to include:
- Basic security awareness
- Active shooter/attacker, including integrating the needs of persons with disabilities
- Public awareness/preparedness campaigns
- Equipment & Capital Projects
- Top Transit Asset List risk remediation
- Protection of other high-risk, high-consequence areas or systems that have been identified through system-wide risk assessments
- Chemical, Biological, Radiological, Nuclear, and Explosive detection, prevention, response, and recovery equipment
- Security screening equipment and technology for people and baggage
- Unmanned Aircraft Systems detection technologies
- Exercise
- Security exercises to enhance prevention, response, and coordination capabilities related to the effects of a terrorist attack scenario
History of Funding
The FY 2021 allocation to IBSGP was $2,000,000.

Additional Information
Ineligible expenses include, but are not limited to:
- Hiring of Public Safety Personnel (e.g. private police, facility security guards, etc.)
- General-use Expenditures, including facility backup or emergency generators
- Overtime and Backfill
- Initiatives that duplicate capabilities being provided by the Federal government
- Organizational operating expenses
- Expenditures for items such as general use software (word processing, spreadsheet, graphics, etc.), general-use computers and related equipment (other than for allowable M&A activities, or otherwise associated preparedness or response functions), general-use vehicles, licensing fees, recurring operating costs (e.g., cell phone services, maintenance contracts, etc.), weapons systems, and ammunition
- Maintenance costs
- Monthly service charges or recurring costs
Eligibility Details
Eligible applicants are private operators providing transportation by an over-the-road bus that have completed a vulnerability assessment and developed a security plan that the Secretary of Homeland Security has approved. Additionally, applicants that meet one or both of the following criteria:
- Operate fixed-route intercity bus transportation providing services to a defined Urban Area Security Initiative (UASI) jurisdiction.
- Operate a charter bus service using over-the-road buses and provide a minimum of 50 trips annually to one or more defined UASI jurisdictions.

Ineligible Service Categories, include: (1) School buses, (2) Fixed service routes under contract to transit authorities within UASI jurisdictions, (3) Fixed service routes not stopping in qualifying UASI jurisdictions, (4) Intracity trolley and/or tour services, or (5) Bus company owners that are not operators, (6) Intra-city bus service; funding for intra-city bus security is addressed through the Transit Security Grant Program.
Deadline Details
Applications are to be submitted by June 24, 2024. A similar deadline is anticipated annually.
Award Details
Up to $1,800,000 is available in FY24 for up to 30 awards. Cost sharing/matching of 50% is required. Project periods will extend up to 24-months, starting no later than September 1, 2024.
