COPS Secure Our Schools (SOS) grants provide funding to state, local, or tribal governments to assist with the development of school safety resources. This funding will allow recipients the opportunity to establish and enhance a variety of school safety equipment and/or violence prevention programs to encourage the continuation and enhancement of school safety efforts within their communities. The COPS Office is optimistic that this grant program will help place agencies at the forefront of innovative school safety developments. The SOS grant program encourages law enforcement agencies and school districts to partner together to advance school security and safety through the prevention of school violence. Through this program, applicants may request funding for violence prevention initiatives, equipment, technology, training, and security assessments at schools and on school grounds. The FY2011 grant program is placing a greater focus on school safety assessments. All applicants must have conducted a school safety assessment within the last three years for the schools targeted through this grant application or plan to conduct a school safety assessment for those identified schools in the grant implementation period. An agency may request funding to conduct a schools safety assessment. These assessments should be used as strategic evaluation tools to identify school safety problems. SOS applicants will be able to request budget items which are specifically linked to the resolution of school safety problems identified through these school safety assessments. As the legislation is currently constructed, the COPS SOS program will now fund ancillary installation costs of allowable equipment. In addition, installation of surveillance equipment has been explicitly added to the list of allowable activities.

All local, state, and tribal law enforcement agencies that have primary law enforcement authority within a partner primary or secondary school are eligible to apply.
Pending passage of the school safety component of the gun control legislation (referred to in award information), the program is anticipated to be released with a deadline in late spring/early summer 2013.
Funding for FY 2013 is contingent on passage of the gun violence reduction legislation making its way through Congress. Funding for COPS SOS is expected to be included in the final compromise package. The legislation authorizes $40 million in federal funds, although actual appropriations are anticipated to be around $20 million. This information is based on the text of Senate Bill 146 (S. 146). As currently constructed, federal funding will still be restricted to 50% of total project costs, requiring applicants to match 100% of the grant request.
