    Summary

    This program assists predominantly minority institutions in effecting long-range improvement in science and engineering education programs and increasing the flow of underrepresented ethnic minorities, particularly minority women, into scientific and technological careers.


    The program funds are generally used to implement design projects, institutional projects, and cooperative projects. The program also supports special projects designed to provide or improve support to accredited nonprofit colleges, universities, and professional scientific organizations for a broad range of activities that address specific barriers that eliminate or reduce the entry of minorities into science and technology fields.


    There are four types of MSEIP grants: (1) institutional project, (2) special project, (3) cooperative project, and (4) design project. 

    1. Institutional project grants are grants that support the implementation of a comprehensive science improvement plan, which may include any combination of activities for improving the preparation of minority students for careers in science.
    2. There are two types of special project grants.
      1. First, there are special project grants for which only minority institutions are eligible. These special project grants support activities that:
        1. Improve quality training in science and engineering at minority institutions; or
        2. enhance the minority institutions' general scientific research capabilities.
      2. There also are special project grants for which all applicants are eligible. These special project grants support activities that:
        1. Provide a needed service to a group of eligible minority institutions; or
        2. provide in-service training for project directors, scientists, and engineers from eligible minority institutions.
    3. Cooperative project grants assist groups of nonprofit accredited colleges and universities to work together to conduct a science improvement program.
    4. Design project grants assist minority institutions that do not have their own appropriate resources or personnel to plan and develop long-range science improvement programs. The department will not award design project grants in the FY 2023 competition.

    Additional Information

    The 2023 competition features two competitive preference priorities. Applicants are encouraged to meet as many of these priorities as possible.

    • Competitive Preference Priority 1: Increasing Postsecondary Education Access, Affordability, Completion, and Post-Enrollment Success (Up to 9 points)- Projects that are designed to increase postsecondary access, affordability, completion, and success for underserved students by addressing one or more of the following priority areas:
      • Supporting the development and implementation of high-quality and accessible learning opportunities, including learning opportunities that are accelerated or hybrid online, creditbearing, work-based, and flexible for working students. (Up to 3 points).
      • Supporting the development and implementation of evidence-based strategies to promote students' development of knowledge and skills necessary for success in the workforce and civic life. (Up to 3 points).
      • Providing secondary school students with access to career exploration and advising opportunities to help students make informed decisions about their postsecondary enrollment decisions and to place them on a career path. (Up to 3 points).
    • Competitive Preference Priority 2: New Potential Grantees- An additional three points will be given to applicants that have not received MSEIP funding within seven years before May 30 2023.
      • Applicants may verify their eligibility for Competitive Preference Priority 2 by examining ‘‘Grant Recipients'' on the MSEIP website: https://www2.ed.gov/ programs/iduesmsi/awards.html. Only applicants that did not receive new or noncompeting continuation awards between FY 2016 and FY 2022.

  • Eligibility Details

    Generally, applicants may include public and private, nonprofit accredited IHEs with minority enrollments of 50 percent of the total enrollment; nonprofit science-oriented organizations; and professional scientific societies if they provide a needed service to a group of eligible minority institutions, including in-service training for project directors, scientists, or engineers from eligible minority institutions.


    Further, eligible applicants include public and private, nonprofit accredited institutions of higher education (IHEs) with minority enrollments that exceed 50 percent of the total enrollment; professional scientific societies; nonprofit science-oriented organizations; and nonprofit four-year accredited colleges and universities that provide needed services to a group of eligible minority institutions or that provide special training for project directors, scientists, and engineers from eligible minority institutions. Additionally, eligible applicants include two-year public or private non-profit IHEs that award associate degrees and are minority institutions that have curricula that include science and engineering subjects and enter into a partnership with a four-year minority IHE. A minority institution is defined in the regulations at 34 CFR 637.4(b). This program does not support scholarships for students.


    Further, an applicant's eligibility depends on the type of MSEIP grant the applicant seeks.

    1. For institutional project grants, eligible applicants are limited to—
      1. Public and private nonprofit institutions of higher education that:
        1. Award baccalaureate degrees; and
        2. are minority institutions;
      2. Public or private nonprofit institutions of higher education that:
        1. Award associate degrees; and
        2. are minority institutions that (A) have a curriculum that includes science or engineering subjects; and (B) enter into a partnership with public or private nonprofit institutions of higher education that award baccalaureate degrees in science and engineering.
    2. For special project grants for which only minority institutions are eligible, eligible applicants are described under bullet point 1.
    3. For special project grants for which all applicants are eligible, eligible applicants include those described under bullet point 1, and—
      1. Nonprofit science-oriented organizations, professional scientific societies, and institutions of higher education that award baccalaureate degrees that:
        1. Provide a needed service to a group of minority institutions; or
        2. provide in-service training to project directors, scientists, and engineers from minority institutions; or
      2. A consortia of organizations that provide needed services to one or more minority institutions, the membership of which may include:
        1. Institutions of higher education which have a curriculum in science or engineering;
        2. institutions of higher education that have a graduate or professional program in science or engineering;
        3. research laboratories of, or under contract with, the Department of Energy, the Department of Defense, or the National Institutes of Health;
        4. relevant offices of the National Aeronautics and Space Administration, National Oceanic and Atmospheric Administration, National Science Foundation, and National Institute of Standards and Technology;
        5. quasi-governmental entities that have a significant scientific or engineering mission; or
        6. institutions of higher education that have State-sponsored centers for research in science, technology, engineering, and mathematics.
    4. For cooperative project grants, eligible applicants are groups of nonprofit accredited colleges and universities whose primary fiscal agent is an eligible minority institution as defined in 34 CFR 637.4(b). 

    Applicants are not eligible for design project grants in the FY 2023 competition. 

    Deadline Details

    Applications must be submitted by May 30, 2023. A similar deadline is anticipated biennially.

    Award Details

    $5,951,303 in total funding is available for FY 2023. Projects last up to 36 months. This Program does not require cost sharing or matching. Funding is further divided by the type of grant project proposed:

    • Institutional Project grants will range from $250,000 to $300,000. The estimated size award will be $275,000. Approximately 17 awards will be granted.
    • Special Project grants will range from $250,000 to $300,000. The estimated size award will be $275,000. Approximately 2 awards will be granted.
    • Cooperative Project grants will range from $250,000 to $300,000. The estimated size award will be $275,000. Approximately 1 award will be granted.
