    Summary

    The Texas Department of Transportation (TxDOT) is requesting proposals to support the Targets and strategies of its traffic safety program to reduce the number of motor vehicle related crashes, injuries, and fatalities in Texas. There are two types of grants funded under this program:

    1. Selective Traffic Enforcement Program (STEP) Grants:  (STEP) grants pay for overtime activities by law enforcement to reduce the incidence of speeding, driving while intoxicated, failure to use occupant restraint systems, intersection traffic control violations, and enforcement of state and local ordinances on cellular and texting devices.
    2. General Traffic Safety grants: General Traffic Safety grants are non-enforcement projects which address any of the 14 highway safety program areas.

    There are fourteen Traffic Safety program areas for potential consideration for funding. The program areas are divided into three categories: Core, Supplemental, and Support.

    Core

    • 1. Alcohol and other drug countermeasures
    • 2. Motorcycle safety
    • 3. Occupant protection
    • 4. Police traffic services
    • 5. Speed control
    • 6. Emergency medical services
    • 7. Pedestrian and bicycle safety

     

    Supplemental

    • 8. Railroad/highway crossing
    • 9. Roadway safety
    • 10. Safe communities
    • 11. School bus safety

     

    Support

    • 12. Planning and administration
    • 13. Traffic records
    • 14. Driver education and behavior

    Additional Information

    Funds may not be used for:

    • Advertising;
    • Supplanting;
    • Office furnishing;
    • Out-of-State travel, unless prior written approval from TRF-TS;
    • Equipment over $5,000, unless prior written approval form TxDOT and NHTSA;
    • Gratuities;
    • Lobbying;
    • Promotional iItems for subgrantee staff; and
    • Alcoholic beverages and food

  • Eligibility Details

    Eligible applicants for STEP Grants are:

    • State and local law enforcement agencies
    • Inter-governmental coordination entities for law enforcement efforts (i.e. COGs)

     

    Eligible applicants for General Traffic Safety Grants are:

    • State and local governments
    • Educational institutions
    • Nonprofit organizations

    Deadline Details

    Proposals must be submitted via eGrants by 5:00 PM Central Standard Time (CST) on January 8, 2015.

    Award Details

    Award amounts vary and last for one year. Cost sharing/matching of at least 20% is required.
