    Summary

    The State of Maine has announced a competitive grant opportunity for the Fund for Efficient Delivery of Educational Services (FEDES) to assist in financing the cost of local and regional initiatives to improve educational opportunity and student achievement through more efficient delivery of education programs and services.

    In accordance to Department of Education Rule Chapter 122, applicants are encouraged to address any or all of the following priorities:
    • Involvement of two (2) or more eligible entities;
    • Implementation within a short period of time after the award of the grant;
    • Expanded access to professional development, training and support for teachers and school administrators;
    • Fuller integration of educational technology and expansion of access to online and digital learning opportunities;
    • Improved management and use of data to enhance instruction and increase student achievement;
    • Broader access to opportunities for career and technical education;
    • Expanded access to early college opportunities for high school students;
    • Increased student choice; and
    • Implementation of a project that has demonstrated significant and sustainable savings in the cost of delivering educational services and improving student achievement.

    Funding provided through this program is to support:
    • The costs of implementing changes in governance, administrative structures, or policies that result in the creation of consolidated school administrative units;
    • Purchasing alliances;
    • Innovative, autonomous public schools, teacher-led schools, innovative public school districts or innovative public school zones;
    • Regional delivery of collaborative programs and educational services; or
    • Collaborations of municipal-school service delivery or support systems, with the purpose of improving educational opportunity and student achievement.

  • Eligibility Details

    The following Maine entities are eligible to apply for funding:
    • School administrative units;
    • Municipalities;
    • Counties; and
    • Groups of two (2) or more of the entities listed above.

    Deadline Details

    Applications are to be submitted by 4:00 p.m. local time on December 19, 2017. Submission Address: "Division of Purchases, Burton M. Cross Building, 111 Sewall Street - 4th Floor, Augusta, ME 04330"

    Award Details

    Approximately $5,000,000 is available in total funding. Award amounts vary. Cost sharing is not required. The Legislature has provided $5 million for 2017-18 for the Fund. The Legislature also provided $5 million for the Fund for 2018-19, which will be awarded through a separate RFP in 2018.
