    Summary

    Washington state's community and technical colleges teach people in prison so they reenter society ready to contribute. Washingtons College in Prisons programs benefit all citizens of Washington state:

    • Offenders who are provided opportunities to gain job skills are much more likely to be successful in the community upon release. A successful ex-offender contributes to the community by working, paying taxes, making restitution payments, and supporting other family members.
    • Educated offenders are statistically less likely to commit additional crimes upon release. There is a direct correlation between education level and recidivism: the higher the education level, the lower the recidivism rate. A decrease in recidivism reduces long-term costs to taxpayers.
    • Education programs are an integral part of the œtargeted interventions and seamless services prescribed in the states Offender Accountability Act. Offenders who attain literacy and job skills are better equipped to find and keep employment, take care of their families, and contribute to their communities.

    Additional Information

    Funds for this grant must be claimed on a reimbursement basis. No payments in advance of or in anticipation of goods or services provided under this grant shall be requested or paid. All costs must be reported for the period incurred. Reimbursement requests must be submitted at least quarterly, but not more than monthly via OBIS. All costs must be submitted for reimbursement in accordance with the schedule shown below.

  • Eligibility Details

    Contracts are awarded to Washington state community and technical colleges that operate existing correctional education programs in Washington state prisons according to an interagency agreement with the Department of Corrections.

    Applications were to be submitted by May 9, 2019. A similar deadline is anticipated, annually.
