Summary
The Higher Education Act is home to a number of competitive grant programs under Title III and V. To access funds through these programs, Institutions of Higher Education (IHEs) must go through a two part process.
- Confirm eligibility to apply for Title III and V programs, or submit an eligibility waiver.
- Submit application materials to the Title III or V program of your choice.
The Aid for Institutional Development programs (commonly referred to as the Title III programs) support improvements in educational quality, management and financial stability at qualifying post-secondary institutions. Funding is focused on institutions that enroll large proportions of minority and financially disadvantaged students with low per-student expenditures. From its inception, one of the primary missions of the Title III programs has been to support the nation's Historically Black Colleges and Universities (HBCUs). The Title III programs have been expanded to support American Indian Tribally Controlled Colleges and Universities and Alaska Native and Native Hawaiian Serving Institutions, as well as other minority-serving institutions. The Title III programs also include the Minority Science and Engineering Improvement Program.
The Title V programs strengthen institutions serving Hispanic and other low-income students. The Title V programs, as well as the Title III programs, provide financial assistance to help institutions solve problems that threaten their ability to survive, to improve their management and fiscal operations, and to build endowments.

Note that while the Minority Science and Engineering Improvement Program (MSEIP - https://www2.ed.gov/programs/iduesmsi/index.html) is technically not a Title III or V grant opportunity, the Title III and V eligibility data (i.e. minority student enrollment) is used to determine an institution's MSEIP program eligibility.
Eligibility Details
To be eligible for HEA Title III or V programs, an institution of higher education's average educational and general expenditures” (E&G) per full-time equivalent (FTE) undergraduate student must be less than the average E&G expenditures per FTE undergraduate student of institutions that offer similar instruction in that year.
Pending this initial calculation or approval of the waiver, institutions must then meet further qualifications based on the specific grant program under the HEA for which they wish to apply.
The Department has instituted a process known as the Eligibility Matrix (EM), under which they will use information submitted by IHEs to IPEDS to determine which institutions meet the basic eligibility requirements for the programs authorized by Title III or Title V of the HEA. The Department will use enrollment and fiscal data for the 2021-2022 year submitted by institutions to IPEDS to make eligibility determinations for FY 2024.
Beginning January 22, 2024 an institution will be able to review the Department's decision on whether it is eligible for the grant programs authorized by Titles III or V of the HEA through this process by checking the institution's eligibility in the Eligibility system linked through the Department's Institutional Service Eligibility website at: http://www2.ed.gov/about/offices/list/ope/idues/eligibility.html. If the entry for your institution in the EM shows that your institution is automatically eligible to apply for a grant for a particular program and you plan to submit an application for a grant in that program, you will not need to apply for eligibility or for a waiver through the process described in this summary. Rather, you may print out the eligibility letter directly. However, if the EM does not show that your institution is automatically eligible for a program in which you plan to apply for a grant, you must submit a waiver request as discussed in this summary before the deadline. Note that eligibility designation for waivers are effective for one fiscal year.

The 2024 application window to apply for a waiver of the eligibility matrix standing is January 22, 2024, to February 27, 2024.

A similar eligibility confirmation timeline is anticipated annually.

Provided approved eligibility status, applicants are able to submit full proposals to the relevant HEA Title III and V grants. Those full proposal deadlines will vary based on the specific funding program and occur on annual, biennial, or quintennial cycles.
