    Summary

    The Community Development Block Grant (CDBG) program provides flexible funding to carry out a wide range of community development activities directed toward neighborhood revitalization, economic development, and improved community facilities/services. Beginning in 1974, the CDBG program is one of the longest continuously run programs at HUD. All CDBG-funded activities must meet one of the following national objectives: (1) Benefit low- and moderate-income persons; (2) Aid in the prevention or elimination of slums and blight; or (3) Meet certain community development needs having a particular urgency.


    In Illinois, CDBG funds may be utilized to address construction or renovation of various infrastructure projects such as water, wastewater and solid waste facilities, streets, and flood control projects; construction or improvements of a range of community facilities such as senior, health and social services centers; expansion of public services to serve low-income persons; creation of new jobs through small business loans or infrastructure improvements; and various affordable housing projects including home reconstruction, rehabilitation or repair programs. 

    Applications are accepted in the following program categories: 

    • Housing Rehabilitation - These grants are used to upgrade existing housing stock in the communities. Low-to-moderate income communities can apply for grants to improve housing and rehabilitate and retrofit properties. Grants provide residents with safe and sanitary living conditions and help to stabilize neighborhoods and affordable housing in the community.
    • Economic Development - Local governments may request gap financing to assist businesses locating or expanding in the community.
    • Public Infrastructure - Local governments needing to improve public infrastructure and eliminate conditions detrimental to public health, safety, and public welfare may request funds for Public Infrastructure funds to undertake projects designed to alleviate these conditions.
    • Disaster Response - Communities needing interim assistance following a disaster as declared by the Governor.

    In, HUD allocated $31,038.073 to the state of Illinois for 2021.

    Additional Information

    Additional CDBG funding is available in the Revolving Fund. Since 1983, the Department of Commerce has awarded approximately $140 million in Community Development Assistance Program (CDAP) Economic Development grants to more than 180 local units of government throughout the state to help them provide financial assistance to businesses locating or expanding within their boundaries. As financial assistance projects are repaid, the communities place the moneys in locally-administered Revolving Funds (RFs)

  • Eligibility Details

    Eligible applicants are Illinois cities, villages, and townships with 50,000 or less in population and counties with 200,000 or less in population. Applicants may not be located in Cook, DuPage, Kane, Lake, McHenry, Madison, St. Clair or Will County Entitlement Areas.


    Only units of general local government (i.e., cities, villages, townships and counties) may apply for funding. Municipalities must not be a HUD direct Entitlement community or be located in an urban county that receives "entitlement" funds. County and township applicants should not include areas that are incorporated within a city or village.

    Deadline Details

    Deadlines vary depending on program.. Disaster Response applications are to be submitted within six calendar months from the date of the Gubernatorial Disaster Declaration.

    Award Details

    Individual award amounts vary based on program area: 

    • Housing Rehabilitation - Awards may be up to $550,000 
    • Economic Development - Awards may be up to $1,000,000 
    • Public Infrastructure - Awards may be up to $550,000 or $50,000 per household.
    • Disaster Response – Awards may be up to $250,000.00 in funding for interim assistance following a disaster as declared by the Governor.

    In the 2021 CDBG Program, the Illinois Department of Commerce has established a minimum grant award level of $250,000 for the competitive programs of Public Infrastructure and Housing Rehabilitation. Applications for less than the minimum grant will not be accepted in 2021.
