    Summary

    The Department of Homeland Security (DHS) Federal Emergency Management Agency’s (FEMA) Grant Programs Directorate is responsible for the implementation and administration of the Assistance to Firefighters Grant (AFG) Program. The purpose of the AFG Program is to enhance the safety of the public and firefighters with respect to fire and fire-related hazards by assisting fire prevention programs and supporting firefighter health and safety research and development. The Grant Programs Directorate administers the Fire Prevention and Safety (FP&S) Grant Program as part of the AFG Program.

    FP&S Grants are offered to support projects in two activities:

    • Fire Prevention and Safety Activity: FP&S Activities are designed to reach high-risk target groups and mitigate the incidence of death and injuries caused by fire and fire-related hazards.

    Accordingly, the four categories eligible for funding under this activity include the following:

    • General Education/Awareness
    • Code Enforcement/Awareness
    • Fire & Arson Investigation
    • National/State/Regional Programs and Studies


     

    • Research and Development Activity: R&D Projects are aimed at improving firefighter safety, health, or wellness through research and development that reduces firefighter fatalities and injuries (“Firefighter Safety Research and Development Activity”).

    Accordingly, the five categories eligible for funding under this activity include the following:

    • Clinical Studies
    • Technology and Product Development
    • Database System Development
    • Dissemination and Implementation Research
    • Preliminary Studies

     

    The objective of the FY 2015 FP&S Program is to award grants directly to eligible applicants in order to carry out fire prevention and education, fire code enforcement, fire and arson investigation, and firefighter safety and health programming and prevention efforts.

    The FY 2015 FP&S Program’s allowable costs support the efforts to build and sustain core capabilities.

    Examples of tangible outcomes from FY 2015 FP&S Program includes building, sustaining, and delivering core capabilities through:

    • Public Information and Warning
    • Operational Coordination
    • Planning
    • Community Resilience
    • Long-Term Vulnerability Reduction
    • Environmental Response/Health and Safety

    Additional Information

    Ineligible activities and items for the FP&S projects include:

    1. Educational props (i.e. tools that are used in educational or awareness demonstrations) that are not a part of an educational curriculum, a planned educational effort or lack description of these elements
    2. AED, CPR or fire extinguisher training for operational staff
    3. Fire hydrant or dry hydrant installation
    4. Wildland fire fuel reduction projects that are prescribed burns or fuel reduction equipment
    5. Weather/disaster notification devices (sirens, etc.)
    6. Driver simulator training tools that are not part of a state or national education effort that leads to driver certifications complaint to NFPA 1002 or its equivalent
    7. Sprinkler head caps
    8. Development of administration documents
    9. Live animals
    10. Firearms
    11. Equipment that is considered entertainment as opposed to educational tools that are part of a comprehensive program
    12. Fire extinguisher training for children under 14 years old
    13. Fire extinguisher training that is not part of a prevention/education program
    14. Fire suppression equipment, supplies, vehicles, firefighting training tools or equipment, personal protective gear, fitness equipment, or immunizations
    15. Installation of sprinkler systems that do not include an educational component
    16. Suppression-related training including Firefighting I, Firefighting II, wildland firefighting, training exercises or drills for suppression, or disasters activities
    17. Communication equipment including portable radios or computer-aided dispatch (CAD) system
    18. Community projects that include the use of tot finder/child finder, elderly, or pet finder decals.
    19. Hydrant poles or markers
    20. Fire-retardant house gels
    21. Fire safety equipment (ie., smoke alarms, carbon monoxide detectors, surge protectors) that do not adhere to a fire service recognized standard (ie., non-UL listed fire safety equipment)
    22. Alarm system and alarm system installation
    23. Equipment that has no intrinsic fire prevention or life safety education application
    24. Command center packages on fire safety trailers

    Ineligible categories for the R&D Projects include:

    1. Activities that focus primarily on curriculum development and delivery of education or training materials
    2. Projects that emphasize funding for service delivery
    3. A descriptive study about the fire service or any study without reduced injury or enhanced safety outcomes.
    4. Projects with local emphasis and little or no indication of application to the broader fire service.
    5. Applications that request more than one million dollars
    6. Applications that include violations of intellectual property
    7. Applications that do not follow the specified page size, font, and margin format.

    Eligible applicants for the Fire Prevention and Safety Activity (FP&S) are:

    • Fire Departments
    • National, Regional, State and Local Organizations
    • Native American Tribal Organizations
    • Community Organizations with fire prevention and/or fire safety experience or expertise
    • Private and Public Non-profit Organizations

     

    Eligible applicants for the Firefighter Safety Research and Development Activity (R&D) are:

    • National, Regional, State and Local Organizations
    • Academic Universities
    • Public Health Organizations
    • Occupational Health Organizations
    • Injury Prevention Institutions
    • Private and Public Nonprofit Organizations

     

    Deadline Details

    Applications must be submitted between March 16, 2015 at 8:00 AM Eastern Standard Time (EST) and April 17, 2015 at 5:00 PM EST.

    Award Details

    Approximately $34,000,000 is available in total funding. 100 awards are expected to be made. Individual awards may not exceed $1,500,000. Projects under FP&S  may last up to 12 months. Projects under R&D may last 12, 24, or 36 months. Cost sharing/matching of at least 5% is required.
