    Summary

    The Community Development Block Grant (CDBG) program provides flexible funding to carry out a wide range of community development activities directed toward neighborhood revitalization, economic development, and improved community facilities/services. Beginning in 1974, the CDBG program is one of the longest continuously run programs at HUD. All CDBG-funded activities must meet one of the following national objectives: (1) Benefit low- and moderate-income persons; (2) Aid in the prevention or elimination of slums and blight; or (3) Meet certain community development needs having a particular urgency.


    In South Dakota, CDBG funds may be utilized to address construction or renovation of various infrastructure projects such as water, wastewater and solid waste facilities, streets, and flood control projects; construction or improvements of a range of community facilities such as senior, health and social services centers; expansion of public services to serve low-income persons; creation of new jobs through small business loans or infrastructure improvements; and various affordable housing projects including home reconstruction, rehabilitation or repair programs.


    Funds are divided into the following program categories: 

    • Community Projects Account - Funds a wide range of community development needs. Typical projects include water and wastewater infrastructure, community centers, workforce training, medical centers, and senior centers.
    • Special Projects Account - Funds industrial infrastructure to assist businesses promising to create new job opportunities for LMI persons.
    • Imminent Threat Account - Funds an urgent need of recent origin which poses a risk to the health and safety of its residents.

    Additional Information

    Funds may not be used for:
    • Buildings for the general conduct of government;
    • General government expenses;
    • Political activities;
    • New housing construction except under certain conditions or when carried out by a Community Building Development Organization
    • Income payments,
    • Purchase of furnishings or personal property
    • Purchase of fire protection or construction equipment;
    • Operating or maintenance expenses (of public facilities, improvements and services) Exceptions – some exceptions exist for program delivery costs for pubic service activities and office space for program staff carrying out CDBG program.
    • Religious activities or provided primarily to religious entities for activities.

  • Eligibility Details

    Eligible applicants are South Dakota units of local government, including cities with populations of less than 50,000 and counties with populations of less than 200,000. This excludes Rapid City, Sioux Falls, and Tribal governments.

    Deadline Details

    Deadlines for FY 2021 are April 1 and October 1. Applicants should work with their local planning district to apply.

    Award Details

    Funding levels are based on variety of factors including application requests, benefit to low and moderate income populations, nature of the project, and project timeline. Awards have been up to $515,000. Cost sharing/matching may be required.
